If I want to play my Steam games at a friend's house, do I need all the games and the software to be on an extra drive, or just the game files and saved data?

To do this you need to sign into his Steam client using your login info and then show it which games are there.

You'd need to sign in to his Steam account with your login info and then say which games you want him to get.

You're right to worry about that. If your games just store save data locally on your computer instead of on the cloud, then Steam won't be able to read them automatically. You'd need to copy the saves to a folder you can easily find or use another program to move them around.
