Steam began downloading Csgo content without my consent (11.3GB file and 28GB space used). The game was uninstalled at that time, likely because of its size rather than a simple update. Steam was running in the background. I didn’t launch or install it, as Steam was active but I wasn’t using it then, which probably prevented a mistake. I looked into my login history and charges—everything normal, no suspicious activity. I reached out to Steam Support, but their response was disappointing compared to Gigabyte Support. I shared this here so others can comment... I couldn’t find similar incidents online before, and it was a strange experience.

what was stated was "updates
or
installations
".
even if Steam is running "on the background" as you put it
the application is still open in Windows, just not showing on your desktop.
this does not mean it is just sitting as prefetch data waiting to be executed.
it is actually fully functioning in the background.
whether it was user error, server error, or some promotional opt-in that got initialized somehow this is not someone bypassing your permission like you seem to be making it out.
you own the game, even though it was\is not currently installed, so all it actually did was enable the game in your library again and try to...

steam offers choices for each game and for general account preferences to turn off automatic updates of games and steam software. options include being informed about new releases, deciding to manually verify and install updates, or maintaining continuous updates automatically.

It's not an update since the game wasn't installed in the first place.
It's not a setting in my profile either, because the game was already uninstalled.
It began downloading itself automatically.

If you're referring to the Collection, then yes it remains there, though the text is darker, similar to what an uninstalled paid game might look like.
