Steam installing games
You’re facing a common issue when expanding Steam games. Since you already have the TF2 files on your hard drive, the extra space isn’t needed for installation itself—Steam just requires additional storage to store the game data and any required updates. If your HDD only has 5 GB free, consider using an external drive or cloud storage to free up space before installing. This way you won’t need another 27 GB from Steam.
I didn’t rely on Steam backups or restore because it doesn’t behave the same way as Origin. You can’t simply move game files around like that.
You have the ability to relocate the information, remove the application (which clears its contents without leaving anything behind), transfer the data to your intended destination, and then reinstall it there, causing it to locate the files again.
You must install it first, after which it will locate existing game files. However, you require the game's file size doubled for this process. It assumes you intend to download it, so you need double the storage space.
It seems like you're pointing out a limitation in the system. Steam currently lacks functionality for moving games between libraries. That’s a bit frustrating, especially since space has been tighter lately. What could you do instead?
Really just go with Steam backup. No hassle at all. I don’t think Steam will notice the game until it’s installed, and without enough space it won’t be a problem. You could also just remove another program. People don’t play every title simultaneously, right? Lol
Problem resolved after installing Garry's Mod. (15 GB) Never play that terrible game again. Still, I’ll try next time.
