First, ensure your graphics card driver and motherboard drivers are up to date. Navigate to the game’s settings and turn off VSync, anti-aliasing, filtering, and multi-sampling to lower performance. Likely your system can’t handle High or Ultimate settings. Also, disable any antivirus or security software, as they may cause a black screen. If you’re playing Saints Row 4 on Steam and see the issue, also turn off the firewall or allow SR4 through it. To free up resources and prevent conflicts, open Task Manager, go to the Process tab, and end all unnecessary background processes. The black screen should disappear now; if it persists, a clean reinstall of the game is necessary. This means uninstalling the game, removing its installation files and save data folder, restarting your PC, and then installing it again. It works.

I reinstalled it twice and checked the game cache several times.

I understand your issue. My saints row wouldn't function for three months initially. First, check if your game is on an external drive—move it to a Steam library on your C drive. If not, try a new Steam library or a different drive if possible. I did everything I could, including updating my BIOS, but that was the only solution.
