Do you mean the directory Steam/SteamApps/downloading? That’s where patch files are stored.

Steam typically places downloaded files in the default folder assigned by the author. This happens across all your program folders. Removing unused apps or games can help free up space, but 15gb is generally manageable unless you have limited storage.

Uncertain about this, as I mainly work with game saves and themes on Steam, but I wouldn't suggest removing it if it's stored there.
