I haven’t purchased this game, but I tried it during a recent free weekend trial. Now that it’s cheaper, I’d like to buy it, but I’m curious about the differences between the starter pack and the other version. Are the main changes just the maps?

It remains a mess. The servers are unreliable, the netcode is questionable, and there are plenty of vulnerabilities due to the lack of client-side anti-cheat. Avoid purchasing it.

This version lacks any client-side anti-cheat features. That’s not ideal.

It's a fun concept for a game, I play it every day. There is certainly a hacking problem. Not like everyone is hacking, but it is a problem Don't know if I would buy it though. It came with my 970

They employ Fairfight, a server-side analytics tool. Useful for identifying poor aimbot scripts. However, a well-crafted version remains hard to detect.

I have 600 hours in the game and let me make it clear, hacking is only a problem when you reach the high ranks. The game is amazing and I would highly recommend it. Don't bother with the season pass though. Also the netcode is MUCH better now. Im not a fanboy either, I hate Ubisoft but I love this game so much!

It seems like you're observing something superficial. Just the surface details.

They’ve certainly exaggerated the skin options but they’re still releasing updates regularly, which isn’t an issue. I’d really like them to add some client-side anti-cheat features as well, plus stricter perma bans for script kiddies.

The netcode isn't great, and the hitboxes aren't accurate enough for tricky situations like corners or rappelling. I'm stuck in Gold IV because of obvious cheaters in the higher levels.

I understand your frustration. I reached Platinum 3 last week. Platinum can be riddled with hackers, which is why I actually wanted to drop back down to gold—it's that bad. For newer players, it's really great, and once you level up and get the hang of things, there should be better anti-cheat measures in place. Netcode hasn't really impacted me much, possibly because I have a stable internet connection. Plus, many of my friends with slower connections say hit boxes feel more solid after the last major update.
