I experienced this problem when using a laptop years back, thinking it was resolved after rebuilding my PC. When I close a game, it still appears open in Task Manager. CS:GO is particularly prone to this behavior. Occasionally it closes fine, but most of the time it falsely reports as active. To resolve it, I need to reinstall my entire system since Steam insists on closing the game first. I’m open to any advice, but I’m certain it’s not my hardware, not the method I used to stop games, and not limited to just CS:GO. Thanks for your help.

Check if it's active in Task Manager and terminate it there

It's common and a more effective way is to launch Task Manager and terminate Steam via that. This often occurs when you rapidly open and close games, whereas with CS:GO you should be able to close it directly from the game.
