update: after reinstalling windows, I get 110MB/s while downloading from both Blizzard and Steam 😍 thanks to all of you for your advice! If anyone else has this issue, just make sure you do not format the game drive when installing Windows; that makes a huge difference.

Sure enough, fixing Windows is usually quicker than hunting for those issues yourself. That's why I said that. Man, glad you figured it all out. Best of luck to you.

Yeah I'm sure it's true but I really just need to know what exactly happened 🤔 And honestly, even though lots of people had questions like mine that I couldn't answer either, I was still surprised. It felt weird because so many folks face the same problem.

I already told you what is most likely the case. A LOT of programs do not undo their registry changes when they are uninstalled. Not just gaming optimization tools or other utilities, but many different ones and others too. Especially those that specifically tweak certain settings. It's simply lazy developer work and it happens very often.
