I removed Steam and reinstalled it on my SSD, keeping all the games on my HDD. I changed the download folder to J:\Steam and set the location for downloads there. The games are in J:\Steam\steamapps\common but Steam couldn't find them. When trying to install CSGO, it found it but then ignored it and started downloading a new version.

Open Steam, go to Settings, then Downloads, and select Steam Library Location. Point it to your current folder, click OK. This will incorporate all your existing games into the library.

The directory is configured as J:\Steam, which is the only option available. Changing it to Steam Apps or Common triggers an error stating it needs an empty folder.

Sounds like something has gone wrong then. Your gonna have to redownload your games.

You're certain they're being downloaded instead of found? It's simple to mix them up.
