No it's not. It's a violation of Apple's MacOS terms of service to use the OS on anything besides Apple hardware. Also Apple doesn't do individual license keys like Windows has. The OS is tied to the hardware since that's the only way to download MacOS currently. Your initial post indicated an intent to actually make a Hackintosh and not simply a "is this possible?" question. There's no need to consider would something run MacOS unless you actually planned to do this.

I believe the 5th gen i series CPUs were mainly used in laptops, which explains why most prebuilt units probably didn't use them and many custom builders likely moved past it to Skylake.
