I removed the Dragon Center, but couldn't delete any remaining files or folders. The process shows a file or folder is still open in another app. It’s unclear if this will cause problems, but I’ll check the BIOS settings next.

The CPU cooling itself looks good and should be more than adequate. However there is the consideration of case ventilation - I'm not seeing much for that (case fan-wise) and it's a necessity to get rid of the heat that's going to naturally be in the case anyway. I do see you have your rads top and bottom, each looks to be blowing upwards and that's fine but you probrably need one at the back and if not, at least one or two at the front. You may feel alot of air/heat coming out but if it's largely heat that means there is alot of heat to be removed in the first place. I'm thinking it's a VRM issue with them getting too warm and it's just throttling back. Don't get me wrong, I can see you did put alot of thought in the setup but it could also be that one little thing may make all the difference here. You have a place for a fan at the back, set one there blowing outward and see if things don't improve and if you don't have any at the front blowing in (Behind the front cover/panel) I'd do that too if there is a spot for one/them. They don't have to be high CFM fans, just so a little more cool air is getting in and that's it. I can't tell exactly what all is in the case but the pics do show a nice setup overall but if anything I've suggested applies I'd try it and see - Can't hurt a thing to.

The frequency has dropped unexpectedly to 800MHz. Is the BIOS current? Thermal readings shouldn’t cause issues here, even with restricted case ventilation.

Top enthusiasts are gathering because the smaller radius appears to allow more airflow compared to the thicker one at the bottom where fans operate. I considered the VRM or MOSFET concerns but didn’t notice any throttling effects from temperature or voltage, as confirmed by checking the hardware info on HWINFO. I intend to install an additional fan above the GPU, though I haven’t managed to do so since I ran into problems. @Selle I’m not convinced yet, but I haven’t verified it completely. The issue stems from not updating the motherboard after assembling it; I only realized this once it was working. Reading about it suggested that if the system was stable, no update was necessary. I’ve been thinking about investigating further, but there’s a fear it might cause a lockup. I have a screenshot of the BIOS showing the last update date—@unclewebb shared it too. The duration setting seems to be unlimited at the moment.

This could reduce efficiency because heat tends to move upward. Use this tendency to your advantage by directing the airflow upward instead of downward. When the bottom gets hot and the top pushes air down, you want the air to flow together in one direction. Concentrate all the heat toward the center of the system, which is where the VRM units are. Flip the top fan blades so they push air outward, and place a fan at the back to draw air inward. It's not just about bringing enough air in, but also ensuring it exits in the same direction as the rising heat.

I've considered that situation and might think about relocating the fans, though the problem persists even without the glass on. This would let heat dissipate instead of accumulating. Moving the fans would require taking most of the loop apart, which isn't something I'm excited about.

The original bio is outdated. Your system has a 10900k on an Asus Maximus XII Hero. The pre-installed BIOS doesn’t enable CPU boosting. After updating the BIOS, everything works fine.

I’m sure I can give it another shot. It’s strange it worked at first but then stopped unexpectedly. I’ll try updating again tomorrow after work.

The CPU register storing the two turbo power limits uses 15 bits per limit. The maximum value that fits is 32767. Dividing by 8 gives 4095.875, which the BIOS claims is set to 4096. This is not feasible. If the BIOS attempts to write 4096, it wraps around and writes 0, leading to power limit throttling. It’s possible an MSI staff member overlooked Intel documentation. Instead of hardcoding 4096 in BIOS, adjust both registers to 4095 or smaller values like 1024. Updated BIOS should be installed if available. The bug appears resolved; use HWiNFO to verify current turbo limits.
