I'm probably dealing with a different kind of coil whine. My setup sounds quite similar to this one, but it's not likely to ruin your build. Trying out components in another PC would help clarify the issue. As you mentioned, moving your mouse affects the audio through the headphones, so it's probably coil whine. To reduce it, keep your headphone/audio cable away from any other cables that might interfere with sound or power.

Start by identifying the source of the sound... is it just through headphones? Double-check by testing without them to see if the noise disappears...

Occasionally fan or pump motors can create static in systems with inadequate shielding. An external sound card should resolve this issue, though it may require an investment, while a USB headset is also likely to help.

I thought I’d purchased some headphones along with an amplifier or DAC. They have both 3.5mm and USB connections. Would using it via USB help resolve the problem?

The sound appears only when using headphones, as if it's coming from them. I notice coil whine on two of my case fans, but this issue has been present before I installed them—it produces that noise without being affected by mouse activity, which differs from the problem I'm experiencing now.
