I just completed assembling my PC and turned it on; the lights came up but when I connected my HDMI, the monitor displayed a blank screen. Here are the specifications: Ryzen 7800 x3d, Artic liquid freezer 2, Gigabyte b650m ds3h, Team group 32gb ram, Asus tuf 3060 12gb, Lian li 011 dynamic evo, Evga 700w gold. Please let me know if you have any advice.

EVGA is the manufacturer of the power supply, with 700W listed as its advertised power output. Gold represents the claimed 80+ efficiency rating. What model are you looking at?
Regarding the RAM slots on the motherboard, I have a link for you.

Check if the monitor is linked to the graphics card or motherboard. Ask about any video cable adapters being used. Verify if PCIe power cables are connected to the graphics card. Request a photo of your system without the side panel (upload to imgur.com and post the link).

The RAM is filling the two left slots on the motherboard, leaving two slots empty out of four. I have a specific PSU here:

1. Ram modules placed in incorrect slots. Use A2 and B2 slots for a 2 module setup.
2. Is the PCIE riser cable certified for PCIE 4.0? Your system includes a PCIE 4.0 board and a PCIE 4.0 graphics card. If the riser cable only supports PCIE 3.0 mode, the system won't switch automatically to PCIE 3.0 and functionality will be lost.
Consider removing the graphics card. The CPU has an integrated GPU.
Try without the riser cable. The photos don't show if the PCIE power cables are connected correctly.
