It will completely erase everything and set up an inactive version of Windows, which would require purchasing a license.

If you enter recovery mode and press reset windows, then when the system prompts to install media, it should apply the changes.

That's accurate. Generally, when you activate your license, the old one will turn off automatically. Windows handles it all—no need to worry.
