Standard OC configuration for Ryzen 7 1700 paired with a typical cooler

I'm starting to assemble a new PC and my parts are listed here: https://de.pcpartpicker.com/user/apalace/saved/QydjXL.
I haven't done overclocking before, and I'm using the standard CPU (Ryzen 7 1700).
Can I keep it stable by using the standard cooler? If yes, how much can I push without issues?
What changes should I make and what's the safe limit to avoid instability or overheating?

I own a 1700 and B350-F board (ASUS ROG STRIX) and can reliably reach 3.8 ghz at 1.35 vcore. However, the built-in cooler performs poorly under sustained load, causing temperatures to rise too high during intense use such as handbrake. Using the stock cooler would require lowering it to 1.2-1.25 vcore for a stable 3.65 ghz.

Personally, it’s just fine to keep it at 3.65, so I’m not that desperate lol.
Maybe next year I’ll consider buying a water cooler if I want to push the temperature higher.
