My PC experiences stuttering upon initial game launch or map loading, particularly with titles like Gears 5 and Madden 19. Freezing occurs during new map or stadium loads. Following initial load completion and movement, the stutter subsides. I suspect potential causes including HDD failure, exacerbated by recent power outages (approximately six instances) at my dorm.

These games previously ran perfectly on my system just a month ago, but now exhibit hitching and stuttering upon loading new maps or stadiums. In Madden 19, despite being capped at 30fps, I experienced stutters to 32-35fps during player introductions, and Gears 5’s benchmark initially ran near 60fps, but the first scenes now cause significant stuttering with fps drops into the low 40s, resolving to around 60fps after waiting.

During the initial load into a map or benchmark, there is stuttering. If the game is quit and relaunched on the same map, the stutter disappears. However, if the PC is shut down and restarted, the stutter returns during the first launch of that map or benchmark.

If I were in your position, I would reinstall Windows. I consistently maintain a Windows ghost image containing essential drivers and Windows updates, which restores in approximately three minutes. Subsequently, I would reinstall all games.

The primary concern is that I am utilizing dormitory Wi-Fi, which will result in lengthy reinstallation times for the games. Therefore, can it be assumed that the problem is not a hardware malfunction?
