Each test runs on one PC at a time. Everything is in its proper place. Physics follows this rule. If you have 10 marbles, splitting them with a friend means you each get 5.

What's your internet bandwidth? If we assume it's 1Gbps, then testing both at the same time, assuming the connection is balanced near perfectly, you'd expect 500Mbps on each, which adds up to 1Gbps. Also, even if you have a 2Gbps internet connection, the switch can only handle 1Gbps per port. You've only got one connection from the switch to the router (I assume), so you've got a 1Gbps link between the switch and the router, so you'd still expect 500Mbps on each PC at the same time.
