Did you verify the CPU temperature? Using Hwinfo in sensor mode might reveal why it didn’t reach a higher reading.

It's configured for thermal throttling above 100°C, but I stay below that limit. It maintains 5GHz during stress tests, though in optimal conditions it drops to a much lower speed.
