Hi, I encountered the same problem recently and thought about sharing my approach. The setup is similar but uses a different RAM maker. According to the ASRock spec at the link you provided, the memory should be Pinnacle Ridge architecture. DDR4-3000 isn't listed and won't function properly. I experienced boot loops and value resets. I set XMP profile Auto and chose RAM-2933, which resolved the issue for me.
