Updated the BIOS to the most recent version and then reset it to default settings. After rebooting, returning to the BIOS allowed you to modify the XMP profile, which should resolve the issue.

I would contact the manufacturer's tech support to check their feedback, as there might be an issue with the motherboard.

Hi, I encountered the same problem recently and thought about sharing my approach. The setup is similar but uses a different RAM maker. According to the ASRock spec at the link you provided, the memory should be Pinnacle Ridge architecture. DDR4-3000 isn't listed and won't function properly. I experienced boot loops and value resets. I set XMP profile Auto and chose RAM-2933, which resolved the issue for me.
