When idle or doing nothing, your clock runs at 3.3GHz, but when you use any program, it drops to 1.9–2.4GHz.

Verify temperature or power constraints; throttle stop handles both, but hardware info is more broadly helpful.

I don't have a personal setup, but I'm here to help! What kind of PC or laptop are you using?

Consider lowering the clock speed or adjusting voltage if overheating occurs.

I’d first look at the temperatures and power configurations. If your system uses Balanced power mode, this issue can occur frequently. Adjusting the power settings in the control panel to High Performance should resolve it. If not, use software such as HWinfo to track temperatures and identify any thermal throttling.
