Speed changes on the CPU?
In Windows Task Manager your Ryzen 7 3700X fluctuates between 2.2 and 4.4 GHz depending on the workload. This behavior is normal as the CPU adjusts to different tasks. The 3.6 GHz setting is just one possible speed it can reach.
It looks typical to me, particularly when stationary. When under pressure, it will continue to move though probably less efficiently.
