DDR boosts performance so the actual frequency reaches 2133MHz, meeting the lowest DDR4 requirements. The XMP setting isn't applicable here. When a CPU core is idle, the clock slows down to conserve energy. You can turn off AMD Cool & Quiet to keep the processor running at full speed and voltage continuously.
