The "hardware reserve" RAM serves purposes beyond just VRAM. It also supports the kernel and other essential OS components required for smooth operation on your hardware. Windows determines the amount needed based on your PC. To further minimize VRAM usage, check your graphics adapter settings for the IGPU.
