I also installed all the CPU and case fans. By the way, that's a Black LMG Edition Noctua fan.

I just heard the file. It clearly shows an electrical noise, likely a Vrm as mentioned earlier.

I'm not concerned about the hardware failing, but it's significantly noisier than any fans or hard drives and it's really bothersome.

Obtain a reference AMD GPU. It's incredibly noisy, making it hard to hear anything else.
