Oh wow, that's a lot of information. I'll try out each step you mentioned. I remember having some annoying stutters in the Oblivion Remaster and FF7 Remake too, but from what I know, those games aren't exactly well-optimized. I can reinstall them and check again for stuttering. I also play a lot of OW2, and I rarely notice any stutters there. I super rarely play LoL as well—there I do notice some small hiccups and sound issues. Talking about stutters, i just had a really annoying stutter in FFXIV, these stutters never happened on my old i7 13700k System. I'll give that method a shot: disconnecting USB devices, using just one monitor, turning off all sync options, and doing a clean boot. Before that, I'll remove all sound drivers using DDU. Technically, I have a 970 Evo installed as my D:\ drive, but I disabled it so my GPU could run at x16 instead of x8. Do you think that makes a big difference?
If your hardware is on PCIe 4.0 and has 8 lanes, it should work well.
I ran 2 Loops of HeavenBenchmark recently and saw a few tiny hiccups. It's not sure if that is typical behavior.
So I've tried these things: - Clean Boot - Putting the game on D:\ - Taking out all USBs except mouse and keyboard - MemTest86 (it passed) - Taking out the second monitor It didn't help. When I installed a 2nd CPU, something weird happened. If my PC is lying flat on my table, it won't boot. The error code says 00 Asus. But if I tilt it up like a normal computer, it boots fine.
I'd check every single wire and plug, making sure they are snugly attached. I'd also make sure the front connections on the motherboard are okay too. Then I'd move the graphics card, flip it over to see if that helps. I might even take out the CPU and look at its pins under a microscope before putting it back in. A PC shouldn't have trouble starting when you put it up or down. I'd also check that nothing is loose on your case. Always turn off the power switch at the PSU before touching anything inside the computer. Most of our tests show software isn't causing the stuttering, so if it's a hardware problem with how the PC starts in flat mode, maybe it's just a driver glitch instead. I'd do all my testing after making sure to clean the PC up as my first step.

Could it be that the Motherboard screws are too tight? Maybe they bent just enough to make the PC microstutter or won't boot at all?
