It doesn't seem to be an issue with the laptop itself; the problem might lie with the ISP.

The old laptop ceased this behavior after switching to Ethernet, and the new laptop continues to function normally over Ethernet. Ping spikes on WiFi are typical and not unusual.

Yes, the laptops stopped working after connecting to Ethernet. At first, my first laptop had no issues until about a month ago. The ISP is my internet router—Xfinity with 70 Mbps download speed. My two PCs on Wi-Fi are fine, but they still face the same problem at other houses using different Wi-Fi connections.
