Something weird with my Windows 11 / Ryzen 5 5600X
Something unusual happening with my Windows 11 and Ryzen 5 5600X. About two to three weeks ago, the last three processor cores stopped loading almost entirely, regardless of the workload (as shown in the screenshot – rendering video in Premiere Pro). In games, the same issue appears. I have Windows 11 22H2 version 22631.900. The motherboard is Gigabyte B450M S2H with BIOS F64A. The processor is Ryzen 5 5600X with PBO enabled and high performance power settings. It's interesting that on Ubuntu the core loading works fine, so there must be a problem inside the system.
Hey there,
Have you explored the Ryzen Balanced power profile?
How to Activate AMD Ryzen Balanced Power Plan on Windows 10
AMD provides the Ryzen Balanced power plan for Windows users to maximize their Ryzen CPU performance. This plan effectively outperforms Windows' default settings.

Did the bios get updated recently? Was the CMOS cleared following the update?
Repeat the clear CMOS once more. It should happen after the bios update. Otherwise, old microcode might remain and lead to problems. Check each possibility step by step.
You're checking what tools you're using to track your system performance. HWInfo is recommended for accuracy. It seems odd that Ubuntu displays the cores as active. Running Cinebench R23 and observing the results might help verify expected performance. Re-installing Windows while preserving files could be a good option if the issue relates to the operating system.
I made the bios updates, but the core issues remain unresolved. The Cinebench R15 scores dropped by 458 points compared to December.
