ok first off I have a rtx 3070, amd ryzen 9 3900x, 850w psu, 16gb ram so there's no reason why I should be having any problems especially since it was working fine yesterday. but when I went on for the first time today I noticed the game wasn't smooth at all, it felt all choppy and laggy. Then I decided to record the steam vr graph and what I saw on the steam vr graph (even at 90hz) the graph was showing yellow, red and purple and when I saw what the 3 colors meant I was even more confused cause yellow means: Reprojected w/ Motion smoothing, red means : one third framerate, and purple means: display error. It was orange all the way through ragnarock which means, reprojected w/ o motion smoothing and I saw that the video was extremely blurry. I turned down the pixel density, turned off motion smoothing, turned off throttling, set it to 90hz, all my drivers are up to date, idk what the problem is.

It seems the PC is working after you restarted. Probably the problematic demo caused the issue.
