On my i5 6400 setup with a Huananzhi B250-D4 board, when the CPU usage is high, the clock speed stays locked at 3.08GHz. If usage drops, it adjusts to a higher rate (over 3.2GHz).

Boost clocks represent the highest frequency a single core can reach during intense tasks. But under continuous workloads, the system can't maintain that peak, meaning the CPU operates near its limits—perfect performance without any concerns.
