So i've been having this issue for a good while now (since i got the 4090 in 2022) and have pretty much lived with it but lately (<1 month, I upgraded the rest of the pc) I started noticing this issue more and more, I feel like it has something to do with hardware acceleration. Without further ado, here is the "bug" IMG_5345.MP4 Has anyone encountered something like this? This issue isn't recordable with OBS btw, it simply doesn't show up on any VoD i record which is why I say parts of the monitor get stuck. Its not related to application but does happen a lot of chromium related applications (and doesn't happen in games). And also, it doesn't happen if there are other parts of the screen moving for example if I have a video running while being visible even if 1 pixel is visible, the issue doesn't happen

Did you restore Windows after changing the CPU platform? Just a quick note about that.

it was a brand new setup this time. (since the previous one had been updated, all components were replaced) and i also reinstalled windows (except the graphics card). The older machine was a server, which explains why most parts were brand new, while the current one is an SFF build, another reason i opted for a fresh start. In both scenarios the same problems occurred. The only similarities between the two builds are the monitor (LG C2), the HDMI cable, and the graphics card.
