GTA stands out as the best I know of. JC2 works, but it feels too similar. If you love racing games, Burnout Paradise is perfect.

Not really open world. Multiple large hubs. It is a little deceptive because the hinterlands is the largest, but is the first that they show you. They make you think that the rest will be that quest-filled. Still a really really good game though, I really recommend it.

Saints Row 3 costs five dollars and includes all DLC. It's a lot of fun! You get your money's worth.
