The shadows have to do with the shadow resolution which is directly related to shadow quality, and it's modifier soft shadows. The blurry textures have to do with your texture filtering settings. If you go into your driver level settings and set texture filtering to quality rather than high performance, you'll get more consistent textures. Frankly, you're running this at a very tiny resolution, so I'm not entirely sure that this issue CAN be resolved. Odds are that increasing the shadow resolution will significantly decrease your FPS.
