The power regulators on that board aren't strong enough. The 2700x model is the flagship for Zen+ and was built to work with X470 motherboards or at least with VRMs capable of handling 100-amp loads. You might want to try boosting the LLC from auto mode. It seems you're experiencing v-droop or v-drop issues.
The 2700X is the officially approved CPU for that board, which means this problem shouldn't happen. Additionally, there are numerous other variables involved, so it doesn't make sense to draw a conclusion too quickly.
