I've noticed it in some games too, and I think it's related to optimization for the PC. Lords of Fallen in particular had a lot of issues, especially at launch. It's not a very well-ported game, and this is one of many issues. I'm sure there's a more technical reason why it happens, but I wouldn't know. As ShadowCaptain said above, a good workaround is borderless windowed mode when the option is available.

It might be related to my configuration. With a borderless window, games tend to drop around 5-10 FPS. I prefer not to lose valuable frames, so I stick to fullscreen mode. No noticeable FPS drop.
