Do you know which configurations remain unchanged? Yes, the same settings are consistently locked.
It seems you're dealing with a malware issue similar to one you faced recently. Your UAC might help, but if it doesn’t, the problem could be the same. The Gpedit tool didn’t resolve it, so you should check your installed programs—sort them by latest install and look for anything unusual.
If it turns out to be malware, I’ll just re-image them and move on. I’ll check it out and let you know.
