I haven't really experimented much with the Group Policy Editor, except for setting restrictions on people's wallpapers. Check it out tomorrow and think about what you can try!

It seems you're dealing with a malware issue similar to one you faced recently. Your UAC might help, but if it doesn’t, the problem could be the same. The Gpedit tool didn’t resolve it, so you should check your installed programs—sort them by latest install and look for anything unusual.
