So, first things first: go into the BIOS and choose the default settings that come out of the box. Then turn it on and use the Easy Tune tool that came with your motherboard or grab a copy from their website for yours.

Here is how I would do this. Go to the BIOS and click on "optimized defaults". Then turn it off and start up your PC. Run Easy Tune software that comes with your Gigabyte motherboard, or you can download it from their website for free. You will see an option for 5Ghz all-core overclocking just by clicking one time. After a restart, all your cores will run at 5Ghz as long as you have enough cooling and power. To hit 1.40v while running at 4.9Ghz is crazy. Maybe even get down to 1.28v or lower for that speed. ☮🖐🤷♀️👌💯

I've always figured that messing with things beyond the basic settings can cause problems, right? Would changing those settings actually fix the problem where the computer won't turn on?

Well, yeah and no. The BIOS is actually permanent stuff that stays on when Easy Tune comes up, not just a temporary thing. I've tried the "one click" 5Ghz all-core plan on my old man's 9900k and it worked super well. If you want to do this from inside the BIOS, you have to take more than one step though—you'll need voltage tweaks and other settings too. 🤷♀️🖐☮😲
