I've been doing test streams on youtube using Streamlabs OBS. The issue im having is that whenever i add a source to a scene such as a picture/video/audio or any source, it runs smooth on my end but on the viewer end, there's a very long delay (15-30 secs) before they see the new source. Hoping someone can help me with this. I've had this issue on my IMAC which is pretty powerful. So i'm certain it's not a CPU issue. i've tried many different settings in streamlabs & nothing has worked.

You can also use nvenc as the encoder in streamlabs. This allows your GPU to handle everything and avoids performance problems. However, this might be because the streaming service needs to process the stream first before sending it out.

No, you can't utilize your PC's GPU for streaming with Shadow on NVIDIA or Live on AMD.

Are your viewers confirming this or are you watching your own stream on the same system? If this is due to your performance, you’d notice it immediately, not just during the stream. This seems to point toward a network bandwidth or buffering problem. I can imagine that the streaming platform like Twitch or YouTube processes your stream and handles all the interactions before displaying it, which is likely what happens with uploads on YouTube.

I view the stream again on my phone. Viewers also confirmed there was a delay when adding sources.
