My cousin's Dell Inspiron 3670 is performing poorly. Programs and data loading are extremely slow. It seems the issue may be related to software rather than hardware. I’m not very experienced with software troubleshooting, but I suspect it could be resolved by clearing out unnecessary programs or using a fixer in the Fort Worth area or online. Would decluttering help? Any recommendations would be appreciated. Thanks.

Begin by checking Task Manager under Processes.
Observe what activities are running.
Avoid introducing any 'declutter' items until you understand the real issue.
There could also be malware operating in the background.
