I tried using fraps, but it doesn’t capture the cutscenes in the games I need. I want an app with features like hiding the cursor and adjusting FPS, plus the ability to record my desktop.

The top choice is "Mirillis Action!". Give it a shot and notice the difference. Most other options suffer from significant performance issues... But this one works surprisingly well.
