The only way to boost a CPU in BIOS is through the manufacturer's settings. For your GPU, MSI 980 Ti and 5820K are good references. To overclock both, you'll need appropriate software and careful monitoring.

What motherboard do you have? Most come with an overclocking utility if you're unsure how to use it in BIOS. Also, precision x, ASUS GPU tweaker (probably), MSI afterburner for your GPUs.

Intel Xtreme Tuning Utility is available, but BIOS is often preferred. What makes you prefer BIOS over this tool?

I installed a 40x100 OC on the CPU at 1.2V. For the GPU, I'm unsure if it's appropriate or safe—maybe it's a big change. Adding +130 Core Clock and +320 Memory Clock didn't require using the BIOS, but restarting and adjusting feels a bit frustrating.
