I currently use the Windows Live Movie Maker that comes with Windows Live Essentials, but I really dislike it. I was considering Vegas Pro, though it’s much more costly. My budget is limited to around $50–75 USD. I need the full set of features WLMM offers—transitions, video mutes, equalizer options, and more. https://www.youtube.com/watch?v=lB9GdOCl5t8

Lightworks is completely free and works well after you get the hang of it. However, it has a steep learning curve and requires some time to master.

I gave it a try and found it quite engaging. The guides are really helpful. Give it a go and let me know your thoughts—otherwise you might need to spend money. I don’t think animations are possible.

Isn't After Effects priced around $5.99 a month when purchased separately? It's $19.99 monthly. Find more info here: http://www.adobe.com/products/aftereffects.html

As a learner, the entire CC suite costs just $20 each month.

I imagined even more dramatic shifts and effects. That was what I expected, but it took a while to come to that.

It looks like you're sharing some experience about Final Cut Pro. You mentioned working with it before and found it manageable. GPU acceleration for rendering is a nice upgrade, especially since you're using the G3258. You also linked a resource about it.
