Consider testing all options before investing money. Get the 8.1 evaluation version, assemble your PC, and experiment freely for up to 90 days. Then download a Windows 7 ISO and repeat the process. Alternatively, obtain a Linux distribution such as Ubuntu and follow the same steps. You can skip waiting if you have an extra blank HDD—simply transfer the desired OS to a USB or DVD, power off your PC, disconnect all drives, mount the blank drive, install the OS, and then reinstall the original drives once everything is back.

why is this even a question? for gaming windows8.1 or 7 if you are a hater of the modern ui if you are not a gamer and like open source stuff and the hazel it comes with then a distribution of linux, get Ubuntu if you are a noob. and do a Hakintosh build if you absolute want Mac OSX
