Thank you for all the ideas you came up with. The only thing I needed to do was turn off the "gaming mode" setting in BIOS, even though it was supposed to automatically enable SMT and CCD instead.

In BIOS the intention was to turn off one CCD in a dual CCD setup on R9 x3D Ryzen because the cache was added only to one unit. This caused the operating system and games to skip the cache, which reduced performance. It wasn't helpful for single CCD Ryzen and only addressed SMT. After that, Windows 11 was improved to properly recognize CCDs with x3D cache, using just the appropriate one in compatible games and reserving others only when necessary.
