Everyone around me has slower equipment, but they’re averaging 40 to 60 frames per second more. The guy with the 1060 and Ryzen 3 comes in second, and he’s getting 60 fps higher than me.

What video quality are you using? What settings do the others use? Are they using DLSS? Have you thought about turning it on? Yes, you won't get the original resolution, but you'll notice a significant boost in performance and can reach over 100 FPS.
