He enjoys the light gun games at arcades and stores like Cabela’s. I haven’t managed to copy that feel onto my PC. Can you check if there’s a way to set it up on your computer?

They seem to depend on the CRT displays inside the arcade. A tech channel produced a good video about it. The only option that might match this would be an HTC Vive, though they're extremely costly.

These older CRT displays offered significantly less display lag compared to today’s LCDs. This likely accounts for the smoother visuals you experienced on 60 Hz or even 30 Hz screens, especially when playing games like Witcher 3 with a G-Sync 4K monitor and a modest GPU. The flicker you noticed at 75 Hz is common in CRTs, and they did provide better resolution scaling without noticeable artifacts. Running a high-resolution TV at lower settings while filling your field of view can further highlight the limitations of LCDs in this aspect.
