I just completed a full new setup for my desktop, and when I power it off using Windows 10 it doesn’t shut down completely. The operating system powers down first, but the case fans, AIO unit, and RGB lights stay on and speed up immediately. It seems like the issue might be related to BIOS settings, though I’m not sure where to begin checking. Two components are a bit old but still function, and I intend to replace them later. The only way to fully turn everything off is by flipping the power supply switch, but even then the motherboard RGB lights come back on. My CPU is a Ryzen 5 3600, the motherboard is ASRock B550 Velocita PG, the RAM is Kingston Fury Beast 3200 (16GB 8x8), the cooler is EK 280 D-RGB, the GPU is Radeon HD7950 from the original build, the power supply is Corsair GS700, storage includes a WD SN850x 1TB drive and a Samsung 860 EVO SATA, the case uses NZXT H5 Flow fans (two 120mm from the box and two from my original build), and the OS is Windows 10 2H22. The RGB connections for the AIO fans and pump are all linked together on one ARGB header, while the AIO pump has its own header and the fans use a Y-Splitter. Each case fan has its own header, and the fans are set to auto control with standard profiles. The AIO is configured in PWM and silent mode, and I adjust the RGB lighting to static in the ASRock app.

It's typical for the motherboard RGB to remain active after power is turned off, while connected devices and fans need to shut down. Look into the BIOS settings to confirm if the power button options now suggest Sleep or Hibernate instead of Shutdown.

Is your BIOS compatible with ERP? Activating ERP will prevent power from being supplied when the system powers off or sleeps.

Reviewed every BIOS configuration, but the problem remains unchanged. Could the fan wire be connected to the wrong pin or set incorrectly?

It might be an issue with the BIOS settings—have you attempted to reset it back to defaults? The fan headers are keyed, meaning they’re tricky to fit in incorrectly, though it could be worth checking.

I reviewed that part once more and saw the fast start-up feature was active. I disabled it, and it seems to be working well now. Appreciate your assistance!
