I believe the image is actually poorer since it comes through the bag. It should be taken out and replaced with a clearer one so I can evaluate it myself.

It might function, though if the cap isn't working anymore, certain phases involved in the power system won't have any filtering. This could harm system stability. Still, the cap seems likely to work, but its reliability might be compromised.
