The circle in the image is likely part of the capacitor itself. Nearby items appear to be packaging debris. When handling the AMD stock cooler, a slight pressure caused a minor scratch, but no significant damage was observed—no dents, no punctures.

They contain a kind of fluid inside, you'd need to really force them open so it leaks for it not to function. Of course there are alternative methods to break it without leakage, but the concept remains similar. In certain situations those caps serve as power filtering; if only one fails, it's still okay because most setups include around ten in a row for filtering and having nine is acceptable. Based on how they're positioned around it, it seems that's the situation here. You might have been able to remove the cap entirely and it would still work (though I wouldn't recommend testing it).
From my perspective, typically just one power phase operates at a time, meaning some can be combined. If the cap isn't working or absent, it's excluded from that phase, resulting in no filtering during its activation, even if the system remains operational.
I'm assuming all caps are aligned at the same ground level. If not, maybe you're mistaken.
