I recently tried to download a game on Blizzard and noticed my downloads were very slow. I also saw that Chrome was downloading at 2MB/s or less, while I was getting over 30MB/s on Origin and Steam. Both Chrome and Blizzard seemed to be limited to around 2MB/s, whereas other installers like Battle State Game Launcher also stuck at 2MB/s. I remember using a faster connection before, but now it feels like my internet is much slower than expected.
